This phenomenon has actually been observed in Egyptian vultures. While researchers aren't entirely sure why they're doing it, and there may be some kind of hygienic reason, it's very possible that it's cosmetic in some way. The behavior has only been observed in one species of bird so far, but maybe it will branch out (heh).
