Sometimes people say the wrong words to express what they're really thinking. I wouldn't call that dishonest. Other times, though, people say something and know that they really mean something different. Then they expect you to know that they really mean something else, and think you're ignorant when you thought you actually meant what they said.

That's what always happens to me, at least.
